It would seem you are behind on your quest in 4Story. And in which case, make sure you catch up because all dungeons are sequential story quest, meaning, you can't do one without completing all quest(which includes dungeons) that come before it. Quest are more than just level requirements, but have quest requirements too.
There have a dungeon at level 59. Many people are want to know how it was. Terry is right in that the dungeon is for level 59. All dungeons(well, with the exception of half of the newest one) are for a x9 level(19, 29, 39, 49, 59, 69).
The Dungeon involving a Space-Time Portal behind the Ruins of Verticalt Castle(which is on the same map as Horizont Castle, where you also get the dungeon quest) is for the level 39 dungeon. We assume by 'hidden portal in the back of the Castle Horizon' you are referring to the level 39 dungeon, where you get the quest from Horizont Castle and go behind the Ruins of Verticalt Castle to find the portal.
